Adobe Photoshop Elements 6.0 -
This is probably the most popular digital scrapbooking (graphics) software program. It allows you total freedom to create the most unique layouts you can imagine. It does come with a quite of bit of a learning curve, but with a few good tutorials, you'll find that once you learn how to use it, you'll never go without using it to design your layouts and edit your photos again.
If you're creating your layouts with the intention of having them framed, Photoshop Elements is the best program to use for the job. For under a $100 dollars, it's well worth it. They also have a free 30 day trial, so you can test the waters. The free trial is on the right under 'Downloads'.
